STANDING ORDER NO 17 /2006
As per Para 4.4.1 and 4.4.2 of the Foreign Policy a new scheme “Duty Free Import Authorization” has been introduced wef 1.5.2006 and the corresponding customs notification no 40/2006-customs dated 1.5.2006 has been issued. Exporters have approached this Commissionerate with the problems in exporting under DFIA scheme, as the scheme code has not been issued and so the system is not accepting the exports under the above mentioned scheme.EDI section have taken up the matter with the Directorate of System. Till the scheme code is fed into the EDI system the shipping bills under DFIA schemes cannot be accepted by EDI system.
In the meantime to facilitate the exports under DFIA scheme, exporters exporting under DFIA scheme may be allowed to file Shipping bills under DFRC scheme and the appraising officers should mention in the departmental comments that “this is export under DFIA scheme and shipping bill has been filed under DFRC scheme as the scheme code for DFIA is not fed in the system”. Similarly the shed Superintendents should also manually endorse this on the shipping bills at the time of granting Let Export Order. The consignments should be examined as per usual examination done for export under DFRC scheme.
