In a recent case detected by Commissioner of Central Excise Raigad it has been noticed that in many cases the shipping bills are not included in the hard copy of EGM filed in MCD but EP copies of such shipping bills have been generated and benefits have been claimed. In such cases the Shipping bills have been added to the EGM by departmental officers.In the movement of shipping bills in case the EGM has been electronically filed then in the row showing the movement of shipping bill from EGM Queue to Hist or Drawback Queue in the column marked Custom Officer “P” is indicated, wheras if the SB has been added in the EGM by the officer the name of the officer is indicated (samples enclosed).
It is directed that while sanctioning the drawback, verifying DEPB scrips or allowing any export benefit, the movement of the Shipping bill should be seen and if in the row showing movement from EGM to Hist/DBK officer name is mentioned, in all such cases the authenticity of the export should be verified from the manual EGM filed with the MCD.This should be followed scrupulously by all concerned.
