STANDING ORDER NO.03/2011
ADDENDUM TO STANDING ORDER NO.76/2010
Sub: Proper verification of EARCs issued by Ministry of Textile for
export of cotton yarn -reg.
Reference is invited to Standing Order No. 76/2010 dated 26.11.2010. Textile Commissioner, Ministry of Textile, vide their letter dated 09.12.2010 has informed that the said Standing Order has resulted in difficulties in maintaining the committed shipment schedules and increased workload of their office. To mitigate the problem of forged documents, the ministry of Textiles has uploaded the details of EARC issued to the exporters in their official website for facilitating the verification to be carried out by the Customs Authority as to the genuineness of the EARCs. Accordingly, the Textile Commissioner has requested Customs to make use of the Website instead of getting the genuineness of EARC verified by Return-tax method Further, the Textile Commissioner has also clarified that in case any doubt still persists about genuineness of EARC, reference be made to Textile Commissioner Office at Mumbai for clarification before effecting clearance of export of consignment.
2. Therefore, this is hereby directed that Custom Officers may henceforth verify the genuineness of EARC of the exporters from the website of Ministry of Textile which is accessible through the link www.txcindia.gov.in/fins/custom_report.asp.
3. In addition to the above verification, Custom Officer will endorse the shipment particulars on the original EARC documents to be produced by the exporter at the time of export. No photocopy/Xerox of EARC will be entertained by custom officers.
4. The Standing Order No.76/2010 dated 26.11.2010 hereby stands modified to the extent stated above.
