Sub: Streamlining the procedure for the destruction of goods
With a view to streamline the destruction of imported/export cargo, following directions are issued for strict compliance.
After obtaining N.O.C. from the concerned Appraising Group & approval for destructions by the Commissioner of Customs, a destruction schedule along with the items to be destroyed shall be prepared by the Custodian & intimated, in advance, to the office of the Directorate General of Vigilance, WZU, Mumbai as well as to the DC/Vigilance, JNCH through Disposal Section. The Authorities like the Asstt. Drug Controller, representative from FSSAI etc wherever required shall also be kept informed in advance by the Custodian about destruction Schedule.
As far as possible all destruction processes actually taking place should be video graphed/photographed at the destruction site. A group photograph of all the persons witnessing the destruction process and a VCD of the same should be preserved in respective files for records purpose.
It shall be ensured that the vehicle used for transporting the cargo by the custodians of the goods (i.e.CFSs, Port Trust, Bonded Warehouses etc) should be duly equipped with GPS and Custodian must ensure for the same.
